On June 20, 2023, held a scientific seminar in a hybrid form at the Institute of Economics of the Ministry of Science and Education. At the seminar, head of "Recovery of Post-Conflict Territories" Scientific Center of the Institute, Ph.D. in Economics, associate professor Azer Safarov made a presentation on "Recovery and reconstruction policy of post-conflict territories: goals and directions".
Noted that the soon restoration of the territories freed from occupation is one of the main priorities of the government's economic policy, the speaker talked about the main goals in this direction, implemented large-scale projects, construction of a new economy, settlement of the population, creation of new work places and employment problems. He said that restoration of post-conflict areas and reintegration into the country's economy is one of the main priorities of the economic policy of the President of Azerbaijan Ilham Aliyev. Adoption and rapid implementation of "Great Return" program is a clear confirmation and implementation of this policy. The main goal is to restore and settle the territories destroyed as a result of the occupation in accordance with the highest world standards, also creation a new economic potential that can serve as a locomotive for the economic development of Azerbaijan.
Azer Safarov made a speech about the main essence of the 1st State Program on the Great Return to the liberated territories of the Republic of Azerbaijan. The researcher believes that only large-scale investments can provide employment and generally sustainable development of the population in those areas. Therefore, production enterprises and service facilities should be created before the housing fund in the villages and towns are being rebuilt, and then should be followed housing construction and settlement. Creation of production enterprises, facilities that will provide employment should be based on a general concept and a general scheme. As a result, such an economic structure should be formed, which would be an important component for creation both the most efficient employment and the most modern economic structure in the country. In addition to these, the wide application of the principle of public-private cooperation can make it possible to effectively benefit from the unique regulatory framework created for investment attraction and entrepreneurial activity in the region.
