On April 17, 2023, held a scientific-practical conference on "Investment attractiveness of territories freed from occupation" at the complex of Training Center of the State Tax Service under the Ministry of Economy of the Republic of Azerbaijan located in Shamakhi region
Within the framework of the events dedicated to the 100th anniversary of national leader Heydar Aliyev, experts from state institutions and leading scientific and educational institutions of our country participated in the conference that jointly organized by An authorized representative office of the President of the Republic of Azerbaijan in the Karabakh Economic Region, the Ministry of Economy of the Republic of Azerbaijan, and the Institute of Economics of the Ministry of Science and Education.
At the opening ceremony of the event, the Director General of the Institute of Economics of the Ministry of Science and Education, Professor Nazim Muzaffarli, Deputy Minister of Economy of the Republic of Azerbaijan Sahib Alakbarov, and Head of the Executive power of Shamakhi district Tahir Mammadov made speeches.
S. Alekbarov spoke about the important tasks facing the state, such as demining the territories freed from occupation, reconstruction of the economy, and resettlement of the population. He said that although huge funds are required for this aim, but the state of Azerbaijan is able to implement them all. At present, the main investor is the state of Azerbaijan, and 6.4 billion manats have been spent on reconstruction works in Karabakh due to all sources. 3 billion manats have been allocated from the 2023 state budget. In addition to these, it is planned to actively attract private sector investments to the region, which is exempted from taxes for a period of 10 years, and to create a favorable business environment.
Speaking about the restoration and reconstruction works in Karabakh, Emin Huseynov said that 16.4% of the territories freed from occupation, including 27.5% of Aghdam, 24.8% of Fuzuli, 16.7% of Tartar, 15.8% of Khojaly and 5.1 percent of Khojavend cleared from mines. Large construction works are being carried out in the region, and private investments will be involved in building the local economy. There will be great investment opportunities here. Approximately 150,000 jobs are expected to be created in the Karabakh economic region by 2030. In the first stage, 66,000 former internally displaced persons will be resettled in liberated areas.
In the first session of the conference, moderated by Professor Nazim Muzaffarli, the Special Representative of the President of the Republic of Azerbaijan in the territories freed from occupation in the Karabakh Economic Region, Emin Huseynov, "Works and investment opportunities in the territories included in the Karabakh Economic Region", Rovshan Rzayev, Chairman of the State Committee for Refugees and Internally Displaced Persons of the Republic of Azerbaijan", "Employment issues of internally displaced persons who will settle in territories liberated from occupation", Osman Khaliyev, Chairman of the Management Board of the Entrepreneurship Development Fund, made reports on the topic "Financial support for business entities in territories liberated from occupation".
In the second session of the conference, with the moderation of prof. N. Muzaffarli, heard reports by Deputy Chairman of the State Statistics Committee, Yusif Yusifov, "Capital investments in Karabakh and East Zangezur: on the brink of a new regional statistical landscape", Zamin Badirkhanli, head of the "Restoration of territories freed from occupation" department of the Ministry of Economy, "Favorable business and investment environment created in the liberated territories", Deputy Chairman of the Board of Economic Zones Development Agency, Elkiyar Ziyadov, "Possibilities for the development of industry in the territories freed from occupation" Azer Safarov, head of the Scientific Center "Restoration of Post-conflict Areas" of the Institute of Economics, " Modern scientific concepts of investments and the problem of reconstruction of post-conflict territories".
At the conference, held extensive discussions around the reports and noted suggestions.
