In contrast to formed traditions, instead of the mantle to the scientist was given a national hat
On February 23, 2018, hosted a presentation of the “Honorary Doctor” of the Institute of Economics, ANAS, to the Academician Vladimir Papava a full member of the Georgian National Academy of Sciences (GNAS). Vice-President of ANAS, Academician Ibrahim Guliyev, Deputy of the Minister of Education Firudin Gurbanov, members of parliament, famous economists and media representatives attended the event.
Director of the Institute of Economics, ANAS, Professor Nazim Muzaffarli, gave information about V.Papava's life and scientific activity, said that V.Papava was born in Tbilisi in 1955, and began his career as a junior scientific worker at the Institute of Economics, GNAS, in 1977. He received his scientific degree Ph.D. in Economics in 1982, Doctorate of Economics, in 1989, and since 1997, he is a corresponding member of GNAS and in 2013, he was elected as an Academician. 
In 1994-2000, he worked as the Minister of Economy of Georgia, elected deputy of the parliament in 2004-2008, and in 2013-2016 was a rector of the Tbilisi State University. He is an author of 343 scientific articles, monographs and textbooks, at the present, he works at the Georgian Institute for Strategic and International Studies, including in the Tbilisi State University named after I.Javakhishvili. 
By the Decree of the Scientific Council of the Institute of Economics, ANAS dated December 19, 2017, V.Papava was awarded the title "Honorary Doctor" of the Institute. Prof. N.Muzaffarli presented the “Honorary Doctor” diploma and gift to the scientist. One of the most memorable nuances was the presentation of the national hat of Azerbaijan instead of the mantle to Papava, unlike that tradition has been formed so far at the ceremony of honorary doctor's nomination.
Academician Ziyad Samedzadeh made a speech at the event, and said that V.Papava was internationally well-known economist, intellectual person and friend of the Azerbaijani people. "It is a great honor for us V.Papava is the Honorary Doctor of Institute of Economics, ANAS which is rich traditions".
Then, V.Papava thanked the leadership of the Institute for the award and said that he is friendly with well-known economists of Azerbaijan. The scientist emphasized that especially the presented hat is very important for him. It would be great if the other organizations also use the same tradition and instead of the mantle is presented the national hat when receive the title of Honorary Doctor. 
Academician V.Papava made a broad presentation on "Georgian economy in the institutional traps". In the Georgian context, he spoke about the essence, the main features and consequences of institutional traps, the peculiarities of the neighboring country's economy, the influence of government decisions on the business, the political and economic processes taking place in the Caucasus region. Then he answered the questions addressed to him and it made very interesting discussions (economics.com.az).
