Rasmiyya Abdullayeva: “We would like to work with scientific researchers who can give their own recommendations to the economic development of Azerbaijan”.
Scientific Councillor of the Institute of Economy ANAS, Ph.D. in Economics, associate professor, Rasmiyya Abdullayeva gave an interview to the website economics.com.az
- Mrs. Rasmiyya, the admission to study on the programs of Ph.D. in economics and Doctor of Economic sciences for 2015-2016 years, have already finished. How many people have applied? And are there any differences in comparison with last years?
- This year, 26 doctorants have applied for doctoral studies. Fourteen of them applied on the Ph.D. program and twelve of them applied on the program of Doctor of Economics. But, in the last year, totally twenty three persons applied for those programs. As it seems, in comparison with the last year, the number of appliers has increased.
- When and under what terms will be exams taken?
- Entrance examinations will be held on the test system, from November 16, to December 1, 2015.
- Is the Institute of Economy ready for the exams?
- Yes, it is ready. The test questions on existing specialities have already developed, have prepared according programs and approved by the Scientific Council of the Institute.
- Who will be preferred during the examinations?
- Of course, first of all, during the examinations the main criterion will be the knowledge of appliers. And candidates passing the exams with the same marks will be chosen for their scientific research works, also for their international certificates.
- Each of the programs at the Institute of Economy - the preparation on the program of Ph.D. in Economics and Doctor of Economic Sciences are financed on the base of the budgetary of the institute. Why? And can you say the reason?
- As it is known, the rules of admission to the doctoral programs and its creation was approved by the decree of the Cabinet of Ministers of Azerbaijan Republic on July 1, 2010, №129, and identified on the base of state budgetary and on a fee basis. But as you rightly pointed out, at the Institute of Economy the admission is not carried out on a fee basis. This reason does not depend on the competence of the Institute.
- How many doctoral students and candidates at our Institute? And how do you work with them?
- Totally, here are one hundred fifty doctoral students and candidates at our Institute. The Scientific Council of the Institute of Economy continuously conducts mutual works with them. But it must be noted that our job is too hard. If you add the students who have studied at the Institute of Economy, but not defended yet, you will get a huge difference. There are also a lot of foreign students at the Institute of Economy. In turn, we always try to work effectively with our doctoral students and candidates. The departments of the Institute also assume responsibities for those works.
We also organize a discussion club for doctoral students. Famous scientists make a speech in front of them on various topics. However, the Council of Youth Scientists and Specialists often organizes scientific discussions on various topics. A lot of doctoral students have great interest in such scientific discussions and debates.
In this moment, I would like to touch one more problem too. Many doctoral students and candidates work in different institutions. Their work schedule does not allow them to spend enough time to the science. Many of the problems connect with the problems of life standards.
- What can you say about the results of attestation in 2014?
As every year, here has carried out the attestation in the last year too. First of all, at the departments, then at the Attestation Council and at last, in the Scientific Council of the Institute we have listened to the reports on their last years’ scientific activity. Their activities are not great, but not too bad. We have many talented and creative doctoral students and candidates too. They carry out many scientific researches on different directions of economy. We have many students who carry out scientific investigations in the foreign countries too. And we believe that in the future their achieved experience will be efficiently for the economy of our country.
- At various times in the meetings of the Scientific Council some doctoral students’ and candidates’ theme or scientific advisors changes. What is the reason?
- Of course, it is not surprising. During the period of study, here create the new ideas, new thoughts, and this can be cause of changes in the direction of the topics. In this case, this necessity is normal.
- As you know in the last year, here were five vacancies. What is the reason: young people are not interested in science or there were not any worthy candidates?
- Yes it is true. Last year, at our Institute was meant five planned vacancies for doctorants, but, unfortunately, their answers did not satisfy the committee members. We would like to work with scientific researchers who can give their own recommendations to the economic development of Azerbaijan.
- What can you say about the current interest of young peoples in completing their dissertation works?
- Lets make a bit exactness. I think you mean the doctoral student and candidates who during their study complete their dissertation work and defence their scientific degree. To say their exact number is difficult. I can say just 10% of them can present their dissertation work to the defence. And here are many subjective and objective reasons. The objective reason is that their wages is too low, also the peoples who works in the scientific spheres get too low salary and all those deeply influences to them.
- How could you characterize the current interests of young peoples in the science? Who is more interested in the science? According to our observations, the women began to pay more attention to science. What is the reason of these condition in your opinion?
- The fact that women have been paying a lot of attention to science I have already mentioned above. It is not secret that the wages in the sphere of science is low. And it does not satisfy men as the leading person of the family. But I think this should not stop young people. And no matter male or female, the main factor in this area is the peoples’ great potential who can make a contribution to the economy of Azerbaijan and integrate the Azerbaijan science into the scientific sphere of the world.
And I want to note that contrary to your observations this year, mainly males have applied to the Institute of Economy. This situation was similar in previous years too.
