The latest Permanent Scientific Seminar of the Institute of Economics of the Ministry of Science and Education of the Republic of Azerbaijan was held on October 7, 2026.
Held in a hybrid format, the seminar brought together employees of the Institute, representatives of the Cabinet of Ministers, the Ministry of Economy, the Ministry of Science and Education, the Ministry of Labour and Social Protection of the Population, the State Statistical Committee, the Chamber of Auditors, and other government institutions specializing in economic affairs, as well as scholars and researchers from leading universities and research institutions across the country.
At the seminar, Professor Nazim Muzaffarli, Director General of the Institute of Economics of the Ministry of Science and Education of the Republic of Azerbaijan, delivered a presentation on “Bipolar Measurement in Comparative Economic Research: The Fuzzy Approach and Extended Normalization.” In his presentation, he addressed the methodology of measurement and evaluation in comparative economic research, the application of fuzzy approaches, and the rationale and significance of normalizing economic indicators within the 0–1 interval.
The presentation also highlighted the computational methodology and its key criteria used in the research conducted by Professor N. Muzaffarli jointly with Doctors of Economic Sciences Allahyar Muradov and Rasmiyya Abdullayeva. Information was provided regarding the potential applications of fuzzy computing and fuzzy logic in the analysis and assessment of economic processes, as well as the results obtained through these approaches.
The presentation analyzed the methodological features of fuzzy evaluation and extended normalization in comparative economic research, the assessment of economic indicators within the [0,1] interval, and the linguistic interpretation of the results obtained.
At the same time, the seminar featured methodological approaches applied in comparative studies conducted by the Institute of Economics across countries and regions. In this context, participants were presented with research focused on assessing the balance between economic liberalism and dirigisme, including the Liberalism (Dirigisme) Index of the Knowledge Economy, Liberalism (Dirigisme) Index of the Social Protection System, Liberalism (Dirigisme) Index of the Information System, Liberalism (Dirigisme) Index of Foreign Economic Relations, and Liberalism (Dirigisme) Index of Pricing. Studies on the comparative assessment of the regions of Azerbaijan were also presented to the seminar participants.
Following the presentation, an exchange of views was held on the issues addressed in the paper. Questions from the seminar participants were answered, and relevant scientific and methodological aspects of the topic were discussed. (economics.org.az)
