Held an event dedicated to the discussion of the results of the pilot project on the new mechanism of financing scientific research at the Institute of Economics of the Ministry of Science and Education. Opening the event with an introductory speech, the director general of MSE Institute of Economics, D.Sc., Professor Nazim Muzaffarli, gave information about the new mechanism of funding of the Institute based on the rules approved by the decision of the Cabinet of Ministers in 2021. He noted that based on that decision, a pilot project is being implemented at the Institute of Economics in 2021-2024s, regarding to the implementation of a new mechanism for funding scientific research. The project will be end at the end of this year. According to the rules, the mechanisms of base funding of the Institute and funding of scientific researches based on orders are provided, they were successfully applied as a pilot project, and created new financial opportunities. It is desirable to continue the pilot project in the next 5 years and to start its implementation in other scientific institutes too.
Then the scientific secretary of MSE Institute of Economics, D.Sc., associate professor, Leyli Allahverdiyeva made a presentation about the results of the pilot project related to the new mechanism of financing science at the Institute of Economics.
The speaker gave broad information about the new mechanism of financing the activities of the Institute of Economics on the basis of a pilot project, the principles and criteria of financing, the financing of scientific researches based on orders, the directions for spending additional funds, created opportunities for additional salaries of employees, the measures and projects implemented jointly with state institutions.
Then, held extensive discussions at the Institute of Economics about the results of the pilot project on the new mechanism of science funding. Speakers - professors Tofig Huseynov, Tarbiz Aliyev, Fuad Ganbarov, associate professors Rasmiyya Abdullayeva, Yashar Mammadov, Azer Safarov noted that the project was successfully implemented at the Institute of Economics and taking into account its positive results there is need to its continuation in the coming years. In addition, economists noted that there are required new approaches to funding science in accordance with the modern challenges, and made proposals for its improvement.
The deputy director of the State Agency for Science and Higher Education, professor Aminagha Sadigov, highly appreciated the idea of a pilot project related to the new mechanism of financing science at the Institute of Economics, the work done within the project, and the main results. He said that it is necessary to gradually improve the financing of science in accordance with the requirements of modern times. In addition, must be given freedom to the activity of scientific institutions, also their financing and expenditures should be accurate and transparent. Noting the main criteria and principles of funding, the problems in this field, the deputy director spoke about the social importance of scientific research, the need to popularize science, and noted his suggestions and recommendations.
