On November 29, 2021, held the next online scientific seminar at the Institute of Economics of ANAS. Opening the seminar, Director of the Institute of Economics of ANAS, Doctor of Economics, Professor Nazim Muzaffarli informed about the main topic of discussion of the event
Leading researcher of the "Department of Agrarian Reforms and Food Security" of the Institute of Economics, Doctor of Philosophy in Economics Famil Rustamov made a report on "Issues of state agrarian policy and agricultural development planning." He spoke about the role and importance of agriculture in the country's economy.
He noted that in recent years, a number of reforms have been carried out in the agricultural sector in the country, and improved the mechanism of state support. In particular, a number of innovations have been made in the provision of subsidies. In 2019, the Agrarian Subsidy Council was established under the Agrarian Credit and Development Agency, a new mechanism for subsidizing agriculture was introduced at the beginning of last year, subsidy cards were distributed to farmers and funds were transferred directly to bank cards.
The influence and participation of the executive authorities in the process has been minimized, and the system of state assistance to farmers has been fully electronic. In previous years, subsidies were provided only for arable land, and this process was carried out jointly with local executive authorities. This led to corruption, additional subsidies by showing more land on paper, and other negative developments. At present, in addition to planting and crop subsidies, farmers also receive subsidies for seeds, animals, bees and cocoons.
F.Rustamov also made proposals and recommendations on the development of the agricultural sector.
Then, extensive discussions were held on measures to support the agricultural sector, the problems of production, sale and export of agricultural products, protection of the domestic market, potential opportunities, food security (economics.com.az).
