Dear Mr. Muradov first of all, we congratulate you on your birthday.
What can you say about your personal life?
I can say that I am married and have two children – last year my son graduated the University in Kazakhstan, and came back to motherland, and my daughter is a student.
When will you present your doctoral thesis for discussion?
In fact, l have almost completed my doctoral thesis some years ago. But, that work has not satisfied me, and so that I have not presented it to the discussion yet. I thought that it is necessary to present more qualitative work.
Because, as a guidance we demand from others qualitative works, but at the same time, presentation of low-quality work by us would be very wrong. Qualitative work requests hard work and more time. However, we have too many works at the Institute, events, discussions, replying to the letters, and etc. problems due to “scarcity” the time. I try to work on y thesis as soon as I can find suitable time. I am in the process of finalizing my Doctoral dissertation. And I planned to present it to the according departments of our Institute for discussions. I think that for defensing Doctoral degree should be presented more suitable work. Everybody should be ready for responsibility of this scientific degree. Not seriously approaching to the scientific degree will pull down the respect to the science.
2015, is almost ended and the departments of the Institute presented the final reports. In generally, do the levels of those reports suit you?
In 2015, at the Institute of Economy, has been analyzed the results of social and economic policy, macroeconomic condition, finance, industry, agriculture, regional development, non-oil sectors, demographic processes, life standards and etc. existing problems in Azerbaijan and all these have evaluated. During the reporting period has carried out twelve scientific investigations of one hundred and six stages on twelve themes surrounding four problems.
In generally, if I say that I am pleased with reports, it would be wrong. We have some problems in those areas. Here carries out some works on scientific researches, including on scientific research plans, and on improving the quality of dissertation thesis that develops at the institute. We have some progresses too. Receiving and discussion of dissertation thesis realizes on the base of adopted rules of general procedures by the Scientific Council. But, adoption of those rules are not enough for carrying out the reports on the highest level. Increasing of quality depends on a number of objective and subjective factors. Here includes wage of employees, attitude of employees to the work and workplace, creative ability of scientific workers, social problems and so on factors. Each of those factors has a specific effect.
Low wages in many cases can have a negative impact on the quality of the work. Because, qualitative scientific investigation needs more time (of course, we are talking about the creative persons). Because, adoption of the modern scientific information, scientific innovations in the country and in the world, acquaintance with the new literatures, carrying out analyzes and assessments, and scientific conclusion form on the base of great loss of time and creative thinking. If the employee is unable to devote qualitative time then the work will be lower. The wages of workers are lower and it forces them to work in other jobs in order to solve social problems. At the result, they spend less time to investigations. But, it does not mean that for the lower employee's salary at the end of the year they should present their investigation in a lower level. Because our collective are actually doing qualitative work at low wages.
This means that the workplace and work attitude, creativity, including the ability affect to the quality. I do not believe that who loves his work, enjoy creativity, can present a very low-quality work. It is in all areas like that. Again, I note that social problems impact to the quality of the work. Creative persons cannot devote their whole energy to their skills.
There are some people that their scientific creativity is weaker, even higher wages will not improve their skills. There are many differences in other areas of scientific activity. Here, is required creative thinking, innovation, search, actionable and to assimilate the information, putting forward different views, and conclusions to be based on science. There would not be any person that spend completely a year to creative researchers, but has not any ability to think, to conduct researches at the end. In any case, there should be a result. If you do not have any creative skills of the course, to expect result is meaningless. Unfortunately, even they know that the science is not for them, they take place of productive person. They also prevent the creation of a healthy environment for the creative team. Sometimes employees complain for participation in projects.
