Professor Nazim Muzaffarli (Imanov) made a speech in the joint meeting with Scientific Council of the Institute of Economy and the Social Sciences Section of ANAS
On July 10, 2015, has held joint meeting with the Institute of Economy and Social Sciences Section of ANAS. The meeting was held under the chairmanship of Nargiz Akhundova the Associate Member of ANAS and professor Nazim Muzaffarli (Imanov). Professor Nazim Muzaffarli (Imanov) made a speech on the theme of the “Leftness (Rightness) indexes of economy: idea, calculation, methodology, results and application opportunities”. The lecturer explained the main essence of the Leftness (Rightness) indexes of economy and noted the main two conceptions about the economic policy – the state regulation with the actively intervention to the economy and the state intervention to the economy as less as possible and preferring mechanisms of self-regulation of free market. 
During the concrete period, each countries’ economy create the leftness-rightness signs depending on the level of system forms creation of the state intervention. In such forms, however the state intervention is higher the economy is in the left and in contrary, however is lower the economy is in the right. Leftness (Rightness) indexes of economy calculates on the base of different indicators of each seven sub-indexes and on two variants. They are: sub-indexes of state finance, sub-indexes of social expenditures, sub-indexes of price regulation, sub-indexes of foreign trade, sub-indexes of licensing, sub-indexes of regulation of engagement, sub-indexes of minimum wage. The speaker has given broad information about each essence of sub-indexes and its calculation methodology. 
Including, to the attention of participants have given the country results on the leftness (rightness) indexes of economy on the base of carried out investigations among 37 countries.
N.Muzaffarli noted that being contrary to the carried out listings (ratings and rankings) by whole leading analytical centers of the world as the results of carried out investigations by the Institute of Economy ANAS, in the list of country results there is not any “good” or “bad” and “leading” or “lagging” countries, but there are countries with leftness and rightness economy. Then the meeting continued with discussions on the same theme.
Nargiz Akhundova the Associate Member of ANAS noted that Social Sciences Section of ANAS is interested in carrying out such scientific discussions with the institutes. The Institute of Economy of ANAS has some projects like that and one of them is the Leftness (Rightness) indexes of economy, which is decided to present to the Presidium for the discussion in near future. Professor Yagub Mammadov the director of the Institute of History ANAS spoke about the presented project and noted that liked the idea, and the same project is very interesting and thoughtful, also offered to present the project to the Presidium. 
The director of the Institute of Philosophy and Law ANAS professor Ilham Mamadzadeh also supported the same idea and noted that it would useful to continue the discussions on this project and the organization of seminars around this theme with the participations of specialists would be very profitable.
