On July 3, 2015, at the Institute of Economy ANAS has carried out the following scientific session on the theme of “Development problems of economic legislation”. Doctor of economic sciences, professor, Nazim Muzaffarli (Imanov) the director of the Institute of Economy ANAS at the event gave broad information about Safa Mirzayev the head of Administration of the Parliament. We should note that at the event, beside the employees of the institute have also participated the employees of the Ministry of Tax of the Republic of Azerbaijan, the Ministry of Labor and Social Defense of the Republic of Azerbaijan, Central Bank of Azerbaijan Republic, the State Economic University of Azerbaijan, Azerbaijan State Oil Academy, Azerbaijan Cooperation University and the employees from other governmental bodies. 
During his speech, Safa Mirzayev talked about the works on the sphere of law, which carried out during the independence years of Azerbaijan also about the existed law basis. For the last twenty-four years, in the sphere of economy have adopted 153 laws and in generally, have made more than thousand changes to the economic law. At the present-day, there are eleven codes, which are on the power-Tax Code, Customs Code, Labor Code, Land, Wood and Water Codes, Civil Code and etc., but speaker only talked about one main peculiarities of all those codes.
Especially, he gave broad information about Civil Code. However, when he talked about the laws S.Mirzayev noted that at the present-day, the “Rivalry Code” is in discussion level in law bodies. For the recent years, connected with the happenings in “finance - bank” sector has created need for preparation of “Bank Code” with the participation of specialists. Then carried out discussions around the asked questions. In his answer, S.Mirzayev said that 70-75% of adopted laws presents to the parliament by the President of the Republic, and other part of adopted laws prepares in the Parliament. The quality of laws depends on their preparation by the professional specialists, who perfectly knows the same areas. Viewpoint of creativity of law the collaboration of legislative bodies together with the scientists of ANAS is very important. Especially, for the preparation of economic laws, there is need for professional specialists, who knows the economic, law sciences very well, and noted: “There is close connection between economy and law, they are close to each other. The economists and lawyers should work together.
We should prepare such specialists that they could know both economic and law very well”. The head of Administration of the Parliament said that very often changings, which carries out in the sphere of law are connected with the emptiness and had made mistakes during their preparation in the past years, including here is need for perfection of forms of controls of law execution. The scientists also interested with the “Law of Science”, why it is late and S.Mirzayev answered that the same law needs very high financial issues and their realization requests according means, and there is necessary concrete financial guarantee for adoption the same law. Thus, the same issues must be looked through together with the Ministry of Finance and should be agreed by them.
In the scientific session, the real execution processes of law in the country, the law opportunities, the new necessary laws, the positive and negative influence of changings in the law, including their influence to the economy, the perfection problems of economic law and etc. problems were widely discussed at the event (economics.com.az).
