On May 22, 2026, held the next meeting of the Council of Young Scientists and Specialists at the Institute of Economics of the Ministry of Science and Education under the chairmanship of PhD in Economics Elnur Zeynalov. During the meeting, the Institute’s doctoral student Toghrul Malikzadeh delivered a presentation on “Implementation of the Medium-Term Expenditure Framework.”
The young researcher provided detailed information on budget expenditures and their optimization, fiscal policy, expenditure’s efficiency, fiscal sustainability, the government’s macroeconomic objectives, public debt management, and the Open Budget Index.
The presentation also highlighted the fluctuating relationship between the share of the budget deficit in GDP and inflation, the main challenges facing the state budget for 2025–2028, directions for improving the medium-term expenditure framework implemented in Azerbaijan, also the results of research conducted on the efficiency of fiscal expenditures and budget index indicators for the relevant years.
The Executive Director of the Institute of Economics, Associate Professor Famil Rustamov, also took part in the discussions and shared his recommendations regarding the further development of the research.
