Held a Scientific Seminar on “Assessment of Damage Caused by Military Aggression and Occupation” at the National Aviation Academy (NAA). The event was attended by a group of employees of the National Aviation Academy (NAA), the Institute of Economics of the Ministry of Science and Education (MSE), and researchers from UNEC and the Center for Analysis of Economic Reforms and Communication.
The First Vice-Rector of the NAA, Professor Adalat Samedov opened the seminar with an introductory speech and provided information about the history of the establishment of the academy he represents, its main areas of activity, modern infrastructure, education and training process. He spoke about the fundamental scientific research conducted in the field of restoration and reconstruction of the liberated territories at the Institute of Economics of the Ministry of Science and Education under the leadership of Professor Nazim Muzaffarli, noted their scientific and practical significance, and emphasized that they were highly appreciated by the public and researchers.
Then, the Director General of the Institute of Economics of MSE, Professor Nazim Muzaffarli made a presentation on “Assessment of damage caused by military aggression and occupation”. The speaker provided extensive information on the methodology developed for calculating the damage caused by Armenia’s military aggression against Azerbaijan and occupation of our territories. Noting that several different methodologies have been applied in the world to assess damage so far, he said that none of them is sufficient for calculating the damage caused during a long-term (multi-year) occupation. Therefore, a new methodological approach has been applied for solving this problem in Azerbaijan.
In 2023, by the decision of the Cabinet of Ministers, a state commission was established to assess the damage caused to Azerbaijan by Armenia's occupation, headed by the Minister of Finance, Samir Sharifov, and including heads of various ministries, state committees and agencies. In addition to the Working Group operating under the commission, a group of employees of the Institute of Economics also participated in the preparation of the report.
The speaker, in addition to presenting general methodological problems and how they were resolved, spoke about the methodology, tools and methods for calculating and assessing moral damage related to human losses, damage to movable and immovable property, economic losses, mine pollution, environmental damage and other such components. According to the assessment based on this new methodology, the total amount of damage caused to Azerbaijan by Armenia as a result of the occupation is approximately 250 billion manats (150 billion US dollars).
in the end, N. Muzaffarli answered numerous questions by the participants (economics.org.az).
