Professor Nazim Muzaffarli made a report on this at the Institute of Economics.
At the Scientific Council of the Institute of Economics of the Ministry of Science and Education the Director of the Institute, Professor N. Muzaffarli, delivered a report on the methodology of assessment. Representatives of the country's leading universities and a number of state institutions also attended the event.
N. Muzaffarli provided extensive information on the methodology developed to calculate the damage caused as a result of Armenia's military aggression against Azerbaijan and occupation of our territories. Noting that several different methodologies have been applied to assess damage in the world so far, he said that none of them is sufficient to calculate the damage caused during the long-term (multi-year) occupation. Therefore, a new methodological approach has been applied to solve this problem in Azerbaijan.
In 2023, by the decision of the Cabinet of Ministers, a state commission was established for assessing the damage caused to Azerbaijan as a result of Armenia's occupation, headed by Samir Sharifov, who was then the Minister of Finance, and included heads of various ministries, state committees, and agencies. In addition to the Working Group acting under the commission, a group of employees of the Institute of Economics also participated in the preparation of the report. In addition, showing the general methodological problems and how they are solved, the speaker provided detailed information on the methodology, tools and methods for calculating and assessing moral damage related to human losses, damage to movable and immovable property, economic losses, mine contamination, environmental damage and other such components. Based on this methodology, the total amount of damage by Armenia caused to Azerbaijan as a result of the occupation is estimated at approximately 250 billion manat (150 billion US dollars).
Finally, N. Muzaffarli answered a number of questions by the participants (economics.org.az).
